private/topblock no longer working? #1015

Describe the issue

I'm trying to get another document going with

pi: topblock: no private: yes

and it doesn't seem to work. See #507 for background.

I was able to get in text (similar header in HTML & PDF):

Actually, <?rfc topblock="no"?> had no effect on the output.

Thank you. I was able to get <?rfc private="yes"?> to work today; no idea why that didn't work yesterday. topblock only seems to be implemented in base (and seems to be ignored in html.by), but I can't get it to work even in text. I don't have a lot of time today; will need to spend some more time later for investigating. (This is not urgent before I-D deadline, obviously; this is about usage of xml2rfc by another SDO.)
