`<aside>` is not allowed in `<li>` #1056

Which is a bug in v3.rnc and should be fixed.

<aside> should be allowed inside <li> not <ol> right?

BTW <aside> is implemented as per RFC 7991. But draft-iab-rfc7991bis-04 seems to have the changes you are after.
