Generate an XML source file embedded PDF/A-3 PDF. With weasyprint it's possible to create PDF/A-3 PDF ^1 and attach files ^2.

Adding attachments to PDF does not generate valid PDF/A-3B documents yet. ^1 But changes from https://github.com/Kozea/WeasyPrint/pull/1869 should fix these issues.
