Describe the issue

The xml2rfc plaintext renderer generates tables that are too wide for an ASR33 teletype.

(Yes, these tables are ugly, but something like this will still need to make it into the RFC.)

Under v2 processing rules, the author could influence the column widths. This seems to have been lost in v3 plaintext rendering.
