Add tests for Windows OS #1178

Description

At the moment tests for Windows OS is commented out. There are few issues that needs to be sorted out, mainly the installation of fonts withing GHA runner.

PR #1177 adds reduced tests for the Windows OS. Tests include pytests without PDF checks.

1181 is created to address adding rest of the tests for Windows OS.
