Describe the issue

Chaode Yu's entry in the coverpage authors list is somewhat awkwardly wedged to the side in the PDF form::

(Since the datatracker inexplicably does not generate the PDF publication form, I created it today with xml2rfc 3.24.0; this is not the date of the .xml.)

This document is nearly done, so the RFC editor will see it soon.
