Add discussion of the tx-mode SDP parameter.

I think we need a different approach. We want to say that

support for "SRST" mode is mandatory
If no tx-mode parameter is present, a value of "SRST" MUST be inferred. It is up to the offering implementation whether to include SRST or omit it.
implementations that do not implement the other modes should not negotiate a codec with that mode
