ISA: should individual instructions have a status #79

Now that we are adding conformance groups with status Permanent/Provisional/Historical, and every instruction is part of one or more conformance groups, do we still need the ability for each instruction to have a status as the Appendix stated?

it seems like an instruction inherits the status of the conformance groups to which it belongs.
