Not a security issue per se. This rather enoucrages a dedicated "discussion" section for all the issues that may arise from the deployment of a CATS environment - scalability, coexistence of multiple C-PS functions, traffic load balancing implications, etc. Route flap dampening is not a security consideration per se.
