Seth suggested moving this to the protocol elements section.

Kurt: I suspect that what receivers want is a section on using ARC to override DMARC failures. Would it be too brazen to insert here instead? Or do we relegate such info to the [ARC-USAGE] doc?

Part of this was moved to the usage document; the other part was just repeating information already found in the Security Considerations section.

Deleted the entire section.
