Draft mentions: The counts of messages based on all messages received, even if their delivery is ultimately blocked by other filtering agents

and...

   <xs:element name="count" type="xs:integer"/>

Lack of clarity: would you know if the value is supposed to represent only message delivered and bounce events, or also retry events?
