What to say about "p=reject"? #115

Ticket to track long-running discussion, both on-list and off, regarding what the text should say about the implications and advisability of a sending domain publishing a p=reject policy and a receiving domain acting on that.

Revision 28 of DMARCbis (https://datatracker.ietf.org/doc/draft-ietf-dmarc-dmarcbis/) contains the latest attempt at text designed to gain rough consensus, with a section titled "Interoperability Considerations" (section 8.6), although it is understood that there is still some polishing to be done on that and related sections.

Text exists in the Interoperability Considerations section to address this as of rev -29. This text seemed to satisfy rough consensus of the working group, and therefore I recommend closing this issue.
