7.6 Expansion of Domain Owner Actions Section contains this sentence:
In particular, this document makes explicit that domains for general-purpose email MUST NOT deploy a DMARC policy of p=reject.
This should be SHOULD NOT, to be consistent with section 8.6, which reads in part:
It is therefore critical that domains that host users who might post messages to mailing lists SHOULD NOT publish p=reject.
After on-list discussion and confirmation from chairs and AD that previous working group consensus on the issue was that we'd landed on SHOULD NOT, text has been updated in working copy of rev -31
