Authors were waiting on feedback from CA/Forum to move to WGLC again

There were a bunch of changes. Authors waiting on CAB. Still have a few open issues, will do another WGLC (lot of changes)

Tim to send mail to Shumon asking if they got reply from CAB.

Went through all open issues, closed some, flagged 7 as needed to resolve for WGLC and 8 I believe are ready to close.

Starting sending pull requests with suggested text to address open issuesz. Progress!
