-arch Sections 7 & 8

Let's insert IANA Considerations (null?) as Section 7, leave Security Considerations as Section 8, rename "Privacy for Broadcast PII" -> "Privacy & Transparency Considerations" and move it to Section 9 (incrementing subsequent section numbers accordingly), to make it parallel -reqs for ease of cross-reference
