Self-Endorsement HI placement #15

With a Self-Endorsement the only items present are HHIT, HI, timestamps and signature.

Currently the HI is placed in the evidence section, which makes sense. It could also be placed in the identity section and result in the exact same binary encoding.

This only really matters when sending the Endorsements over CBOR and JSON forms, but could result it parsing errors if not standardized.

What is the opinion of the group on this?

WIth the change to the format, this question is no longer relevant. It goes in the evidence section.
