CBOR as a CERT RR Type #22

In a very informal discussions with Russ Housley at IETF115 the concept of a CBOR CERT RR was not considered a terrible idea and would be more flexible than using OIDs.

We should talk to relevant parties about this.

I believe with in inclusion of the Broadcast Endorsement in the DET RR we are dropping this discussion point.
