WG Last Call need to remove statement that we do not mandate a format #31

Since there is a requirement to mandate one format for the API Catalog, I have removed this sentence from the non-goals:

" This document does not mandate a specific format for the API catalog document, although it does suggest some existing formats and provide a recommendation."

Also removed the word "(RECOMMENDED)" before linkset in the the list of suitable API document formats.
