11, #22 uses sf-date instead of IMF-fixdate. added a line re different format used by sunset (#28). pl review @mnot @dret @darrellmiller @reschke

i added a few comments. on a different note and since the draft does show the sunset header as well, maybe add a very short note confirming that "for historical reasons" both header fields use different types. i'll open a new issue to discuss.
