Parameters are not allowed, and if they appear they MUST be ignored.

Why not just 'If Parameters appear they MUST be ignored'?

@mnot we wanted to stress the fact that servers are not expected to provide parameters, otherwise some clients could just consider the whole field value malformed and ignore it.

The normal way to do that is something like:

This specification does not define Parameters for this feed. If they appear, they MUST be ignored.
