Refine normative language #9

I expect

To refine the normative language, especially in relation to intermediaries.

While SEMANTICS asks to provide information on whether intermediaries are entitled to modify those headers, it is a common belief that intermediaries are going to do whatever they want, so a less normative approach can be more appropriate.
