RTG-DIR Issue-16 Section 2.4.3 - S-Flag

S-Flag: This flag encodes the "Specified-BSID-only" behavior. It is used by SRPM as described in section 6.2.3 in [RFC9256].

Jeffrey: I have trouble understanding this "Specified-BSID-only" behavior.

Ketan: Please check the reference provided and if the RFC9526 is not clear, perhaps there could be a discussion about it on the SPRING WG mailer?
