CI failure #254

https://github.com/ietf-wg-jsonpath/draft-ietf-jsonpath-base/runs/8058986209?check_suite_focus=true failed with a certificate error. See https://github.com/cabo/kramdown-rfc/issues/179 for details of the symptoms.

The issue was fixed locally by upgrading kramdown-rfc.

I am suspicious of the references in this repo to martinthomson/i-d-template@v1 since, according to https://github.com/martinthomson/i-d-template/pkgs/container/i-d-template-action, v1 was published two years ago.

Re-running today fixed the problem. Not sure of the root cause, but it's not worth digging in unless the problem recurs.
