Update terminology in IANA Considerations #381

(1) we could shorten unwieldy monsters such as OptionalNodeOrValue

or

(2) we could strip the columns "Change Controller" and "Reference" and just add to the caption that the column value for all of these are "IESG" and "Section 2.6 of RFCthis".

I made a commit for (2). I'd still like to tame the type names as well..
