Add codespell config, workflow to avoid adding typos. Fixed few typos still found #517

Thank you for this pull request, however this document is now in the hands of the RFC Editor. I've checked the most recent edit of the document and the spelling errors you've found have already been fixed. Once the document has been published this repository will along with the rest of the organisation be archived and handed over as per RFC 8875.

@fiestajetsam I don't see a requirement to archive this repo and organisation in RFC 8875. Please could you provide a reference?

My plan was to complete the auth48 branch and then to backport the XML changes to the .md, so there is a solid base for a potential future -bis. (Work won't actually happen on something like this until there is consensus IETF should work on specific items.). Won't get to this before April, probably.

It may be have premature to close the PR. Let's leave it open for consideration.
