Is proxy handling of un-tunneled Long packets an unenforceable MUST? #13

The client requirement is clear but is this enforcable at the proxy? Could you explicitly mark Initials intended for CONNECT-UDP, so that a proxy can spot them and enforce?

I assume that the proxy could, if it wanted to enforce this, ensure that it never forwarded packets with the long header bit set. Does that work?
