Use header to negotiate forwarding, allow forwarding immediately for short headers.
This makes the header more useful, and allows clients to start receiving forwarded packets without waiting. This has been an issue for our deployment, where the MTU changes for short header packets from target to client shortly after switching to SH packets, but not always immediately.
