Structured Syntax Suffix registry format is unwieldy and inappropriate #4

When trying to read https://www.iana.org/assignments/media-type-structured-suffix/media-type-structured-suffix.xhtml it is clear that the registration template used is inappropriate for a columnar format presentation.

In particular, the "Fragment Identifier Considerations" column is extremely unwieldy, but some other columns have extremely long text blocks too.

We should consider whether this registry should be "publication required" and reference these long sections in a format where they can be made more readable, or perhaps ask IANA to consider publishing the individual registrations as documents that are referenced from the table rather than directly in the table.

In an attempt to clean up the "Fragment Identifier Considerations" column, I have taken the duplicated text and placed it into the suffixes draft:

That would allow us to remove all the duplicated fragment identifier text and just point to the suffixes RFC (if it gets to RFC status). I propose that this would be an Editorial change to the suffixes registry, executed by the Experts with Mediaman WG oversight.
