We should reflect any protocol considerations around metadata here, e.g., to justify decisions to expose metadata.

We should avoid leaking metadata in the MIMI protocol, for example:

The number of devices used by each user Which users are participating in which groups

The demands of policy enforcement will require some level of metadata exposure. But we should avoid exposing metadata more broadly than is required.
