Message forwarding does not discuss fanout #5

Several types of messages need to send "provisionally" to the hub, which gets to decide if the message is forwarded on to other clients (fanout)

Agreed, the messaging section is a little thin right now (ironically), could use some elaboration. If you have concrete thoughts, PRs welcome, otherwise I can take a stab in my edit pass before submitting.
