Handling modes 1,2, and 5 #14

As discussed in the December interim, the document should have something to say about these existing modes and consensus sort.

This is something I think needs to be a working group consensus call, given the size of impact. On the basis of that outcome will I then put in any text if required.

117 Update: WG Consensus is to include text saying that client/server MUST be supported, and that other modes MAY be supported - this leaving room for ongoing discussions in the protocol specification on which additional modes will be part of, or outside of the base spec.
