Smearing

As I posted to the list, this is to do the possible work to update the requirements around smearing - in particular to be clear:

• Wether or not smearing of timestamps is permissible
• How UTC is recoverable (such as servers transmitting the smear scale, or UTC offset)

117 Update: WG consensus call is to support smearing, however I'll need to have a think about how to best scope the description of this requirement to give room for the protocol specification to work out lower level details (for example, does a server announce smearing capability in addition to if the current timestamps are smeared?).
