Smearing updates #19

Also the requirement that the exact smearing algorithm MUST be specified is missing IMHO.

As for a reference on smearing, sadly the best resource I can find is Google's own documentation which is the most complete. Having struggles finding any sort of direct research or the likes, I'll timebox some more digging for later.
