Consider adding task start time in the task config #12

    for case1, isn't the task_expiration sufficient? I'm not convinced a start time is the solution but I'm curious how this start time looks like, perhaps we can keep the current PR text and create another PR to address this?

@wangshan and I disussed this offline: The reason one wants to know the task lifetime is to provision storage and to prevent clients' measurements from being over exposed over time. In both cases it's sufficient to use the time at which the task was "opted-in" to.

Add this to considerations.

I started thinking about what to write here, and I came to the conclusion that there's not much to say here. We already say explicitly that party entities MAY opt out if they decide the task will live too long.
