Looks like Sofía's been making changes at the same time, so this probably won't merge cleanly :/

@ounsworth : We did make changes at the same time, so the diff is impossible to read. Could you look over the current version and see if we missed any of the drafts / RFCs that you wanted in the list? If we got them all, please close the PR. If we didn't get them all, I bet it would be easier if you closed the PR and started a new one with just the new additions.

@paulehoffman The reason the diff is so hairy is that I tried to do some housekeeping by splitting your single massive list into three lists:

Protocol-independent Algorithm / Crypto Specifications
PQC Support in Protocols and Migration Techniques
PQC-Adjacent Improvements

The first list will be mostly CFRG stuff. The second will be mostly adding new algs to protocols. And the third will be mostly increasing message sizes and stuff like that.

Your list has 21 I-Ds, mine (or rather, Rebecca's) has 41, so you're definitely missing stuff.

This is worth pulling me away from video games for. Let me see what I can do. I'll probably submit two different PRs, one as a mega-list and one broken up into three lists. Take whichever you prefer.

I opened 3 new PRs; take your favourite:

8 -- Added the stuff from Rebecca's list to the end of yours.

9 -- Same as #8, but I added the "PQC Adjacent" stuff like increasing IKEv2 message sizes.

10 -- same as #9, but sorted into "core crypto", "protocols" and "PQC adjacent". Also sorted by working group and alphabetically. Note that #10 is identical to this PR, just with a better title (and one that was in Sofia's list but not on Rebecca's).
