Transparency Services are Public #295

I would not assume certain deployment situations. It is likely that there are many Transparency Services that are not necessarily publically accessible to everyone and the entire architecture would still be totally valid

I agree @hannestschofenig I know of at least one registry (Transparency Service) that will not be publicly accessible.
