What steps will reproduce the problem?
1. create client and app but no browser
2. dispose app
(Same problem with browser closed before dispose)
What is the expected output? What do you see instead?
the app should be stopped but instead it remains in the state SHUTTING_DOWN
What version of the product are you using? On what operating system?
build from current source for win64 and win32
