Nutrition Framework - Enhancement - Change update framework and installer to aggregate release notes across multiple versions? #6

The reason for this is that, when users are doing an update across several versions, changes to shortcuts in previous versions will be overshadowed by current release notes. By making each item have release notes then we can accumulate changes over time

Name change because the general issue is how do we show things that have changed up to a point. The idea is that for any given shortcut that needs an update, the user should be able to see why in the release notes.
