are available in rosdep: https://github.com/ros/rosdistro/blob/e78ea3a32ee1d322271f75ffd0d15044d532aadc/rosdep/base.yaml
Can you update the plugin.xml in order to have them installed with rosdep ?

Installation / setup procedure was changed in more recent ifm3d-ros versions.
