Start the app locally with email confirmation completed by default #2131

Description

After setting and running the app locally, to log in using test accounts we have to click on the link Didn't receive confirmation instructions?. It would be great to default their email confirmation (confirmed_at) so that new contributors can directly begin using the app locally.
