I have created the Tamil version of README.md file

Sorry for what I have done. I will add a Tamil translation to the main branch.

After that,I can request the update to the main(English) readme file by adding the link to Tamil readme file.

@jakaya123 No worries! I think we can still merge this PR, you just need to get rid of the change that deletes the main README and add a link to the new Tamil README in there :) Thank you again for being able to work on translations 💜
