The app is registered for sale in "All App Stores Worldwide", I just checked.
So I have no idea why it wouldn't be showing up in the South Africa store,
although I did verify that when I switch to the S. Africa store, I can't see it
either.
I will send e-mail to Apple and ask about it. You might do so as well.

Got a rather useless response from Apple iTunes Support
"I am really sorry to hear that you are unable to locate the App " Frotz". I
went ahead and researched and looked into the information, but sorry to inform
you that this App is not available in South african store."
Best bet is someone in iTunes developer support.

No one has responded to my inquiry yet.
But what they said to you is definitely incorrect. The app is definitely
configured for sale in "All stores worldwide".
If I don't hear back from them soon, I can try unchecking the all stores option
and go and check all stores individually and see if that makes a difference.

No response whatsoever from Apple, and Frotz still is unavailable in the South
Africa app store.
I am going to go change the app metadata to explicitly list all the app stores
right now.
It should take effect ovenright (Cupertino time) at the latest.
Hopefully that will work.

By the way, if we can't figure this out, you can send me your device's IMEI
number and I'll e-mail you a 'beta' Frotz (but it will actually be the release
version) that you can install by dragging into iTunes.

Don't worry as I found a way around the problem by creating an account in the
US iTunes store.
I have the app now running on my iPad ... it works great !!!.

That's good to hear, but I imagine there may be others in S.A. who are in the
same situation, so I'm hopeful the metadata change will work to address the
problem.

FYI, making the metadata change did not successfully address the issue.

I finally heard back from Apple. Apparently the reason Frotz is not available
in the South Africa App Store is because NO games are available. (That's all
Apple said about it, ignoring the obvious follow up of "why?")
A little further research reveals that there is a law in S.A. that all games
must be reviews by a government board before they can be sold, and the review
process is not free. Apple has no way of dealing with this on behalf on app
developers, so they just delist all games in S.A. altogether.
A shame.
