Babel and Hugo #5

Two issues:

  1. The official babel tool constructs a legacy Hugo IFID from the file header, this isn't mentioned in the spec.
  2. Some UUID based IFIDs are embedded in Hugo files as text, however that text is obfuscated by adding 20 to every character. The Babel tool now handles this, but it should be mentioned in the spec.
