When a link to a storyfile is added, extract its IFID #363

Many IFDB entries don't have listed IFIDs, but the site itself could add them. When a link to a storyfile is added, the site should download the file and then use babel to extract its IFID.

It would be nice if that could also happen for all the existing links too.
