Create an API to support editing download links #365

Apropos #2, which would allow users to read IFDB download links in a programmatic way, it would also be nice to have an API for adding/editing download links.

This would especially come in handy for IFComp, when we know that a bunch of games have download links on IF Archive. Users are pretty good about manually creating the IFDB entries, but the download links usually come a few days after the competition launches, and it's a bit confusing what to link to exactly, so it's typical for nobody to manually add download links to IFDB until well after the competition has started, or even well after the competition has closed.
