Problems with display of apostrophes and quotation marks in RSS feed #396

A piece of site news at the IFDB site looks like this. There are quotation marks around "Downloads" and "External Links" and an apostrophe in "doesn't."

On the RSS feed, it shows up like this, without the quotation marks or apostrophe:

Looks like the curly quotes are appearing in the RSS file in Windows-1252 encoding (0x93, 0x94) rather than UTF-8.

(Also happens with curly apostrophes in the July 11th news item, etc.)
