Link to tag search from the screen where you add tags #369

There's interest in having automatic tag suggestions: https://github.com/iftechfoundation/ifdb/issues/843

A short-term thing that might be helpful in the meantime is to link to the tag search page ( https://ifdb.org/search?tag ) from the screen where you add tags. Possibly the link could open up in a new window.
