IF Archive backlinks report false positives (for filenames requiring %-encoding?)

The recently added "tuid report" (#489), of IF Archive files which reference a tuid which doesn't in turn reference them, seems to report some false positives. My guess is that they occur if a tuid's external link back to the IF Archive requires %-encoding.

Examples:

• IF Archive file games/glulx/Brain_Guzzlers_from_Beyond!.gblorb is listed in the report. The tuid it references, Brain Guzzlers from Beyond!, does reference this file (so it shouldn't appear in the report); however this URL %-encodes the exclamation mark (..._Beyond%21.gblorb).
• Similarly for games/glulx/Faery Swapped.zip and IFDB Faery: Swapped (Faery%20Swapped.zip).
