Provide a way to submit off-site reviews in bulk #539

The IFComp 2016 review spreadsheet includes 586 reviews, the vast majority of which don't appear on IFDB. https://docs.google.com/spreadsheets/d/1F0jfzJugy4_bqxEh-KnkvgIsonUK25jaFVJgg7wsQPQ/edit#gid=0

There should be a way to rapidly ingest off-site reviews in bulk.

See also: iftechfoundation/ifdb#548 and iftechfoundation/ifdb#547. But I think this would be useful even if we implemented iftechfoundation/ifdb#547 and as a result we never created an off-site review spreadsheet ever again, because we'd still need some way of incorporating all of these historical links.

Thinking a little harder, ingesting a spreadsheet sounds easier and perhaps better than than iftechfoundation/ifdb#547. Folks could continue to use the spreadsheet during the competition; over the years, spreadsheet maintainers have added features or tweaks to the prior year's spreadsheet that would be difficult or impossible if the spreadsheet had been a built-in feature to IFDB.
