Search for genres #782

Apropos iftechfoundation/ifdb#841, you can search for games in a genre, but you can't search the list of genres ~(except for the baked-in ones)~.

This resembles genre suggestions. @dfabulich how can you search the baked-in ones?

Oh, I'm wrong, you can only browse them. (I thought the edit-game dropdown would autocomplete if you typed partial names.)
